Allow "Normal" users to view workload (availability) of all other users or certain groups

As the supervisor I would like to see everyone's workload.  My team is all project leaders and I would like them to be able to see user workload of a group of contractors.  Currently the only way to do this is to set them all as administrator.

Normal users with the "Administration-Limited Mode" access rights can view the "User Workload Report" for all their assigned projects. As a result, they can view the workload of all users who are assigned to the same projects. Hence, as a supervisor, you could view the workload of every user who is assigned to your projects.

Only administrators can view the workload of all users (even the ones who are assigned to other projects.)

I would like my team to be able to see user workload for all users (at least of a subgroup called "vendors") so that they can view vendor workload before making the decision to assign them to their projects.  It doesn't seem to make sense to assign all vendors to your project so you can view their workload, and then remove the ones that aren't actually available.
