If a "Normal" user creates a project and clicks "Save+Assign Users" they get a message stating that only administrators can do that. Therefore, if a project manager has "Normal" access but wants to create a project they have to click "Save" and then go to the assigments tab. Then they are already assigned and can assign more users.
